Agreement signed to create centers of excellence in Green Hydrogen

The first Center of Excellence in Green Hydrogen will be created in the city of Natal (RN), due to a cooperation agreement between Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and the National Service for Industrial Learning (Senai), supported by the Ministry of Mines and Energy (MME). In addition, the agreement also provides for the creation of five regional education and training hubs on ​​green hydrogen (H2V) in Brazil, strengthening initiatives on energy transition and energy efficiency, renewable energy and green hydrogen.

Appointed new Minister of Mines and Energy

Adolfo Sachsida was appointed, on 05/11, to the position of Minister of Mines and Energy. He replaces Bento Albuquerque in charge of the MME. Sachsida has previously held the position of Secretary for Economic Policy at the Ministry of Economy, as well as head of the Special Advisory for Strategic Affairs and the Special Advisory for Economic Studies at the ME.

A Public Hearing was held on the ANP Resolution draft regarding the quality standards of ethanol for direct sale

Public Hearing No. 08/2022 was held on 05/13/2022, to obtain subsidies and additional information on the resolution draft that intends to amend ANP Resolution No. 9/2007, ANP Resolution No. 19/2015, and ANP Resolution No. 828/2020, to include quality control obligations to economic agents involved in the direct sale of ethanol, carried out from suppliers to retail resale and transport-reseller-retailers (TRRs), as well as from TRR to gas stations, as regulated by Provisional Measures No. 1063/2021 and No. 1069/2021 and ANP Resolution No. 855/2021.

Public Hearing held on the extension of deadlines for the exploration phase of contracts for the exploration and production of oil and natural gas

The Public Hearing No. 09/2022, held on 05/16/2022, aimed to obtain contributions on the ANP Resolution Draft that intends to extend for 18-month the term of the first phase of oil and natural gas exploration and production contracts. According to the Agency, the draft addresses an industry demand and became possible due to the CNPE Resolution No. 12/2021, which recommended ANP to evaluate measures for the extension of the exploration phase of the concession and production sharing existing contracts. The objective is to minimize the negative impacts generated by the scenario of uncertainties in the oil and gas industry, derived from a conjunctural context, aggravated by the Covid-19 pandemic.

Granted Authorization for Operation of a Corn Ethanol Producer in Mato Grosso do Sul

On May 23, 2022, the operating authorization was published for the ethanol production facility of Inpasa Agroindustrial S.A., located in Dourados, Mato Grosso do Sul. It is the first unit to use corn as a raw material for ethanol production in the state. According to data from the ANP, there are other ten facilities of corn ethanol production under construction in the country and three authorized facilities are in the process of expansion. These new ventures will have the capacity to add almost 5 million liters a day to the national supply of hydrous ethanol and 3 million to the supply of anhydrous ethanol by 2023.

ANP publishes guidelines for onshore decommissioning submission

Guidelines were made available on the ANP website for companies to submit decommissioning programs for onshore producing fields. According to the Agency, the objective is to align the understanding with the contracted companies regarding issues involving the presentation of the Installation Decommissioning Program (PDI) of onshore fields, in compliance with ANP Resolution No. 817/2020.

New version of RenovaCalc is available

The ANP has made available a new version of RenovaCalc for biofuels certification. RenovaCalc works as a calculator for the environmental performance of the biofuel production unit, within the scope of the RenovaBio program. From now on, only the new version will be accepted in the system for the purpose of approving certifications for the biodiesel route.

The instrument assigns an Energy-Environmental Efficiency Score (NEEA) to the biofuel producer based on information on its production process and data on the cultivation of the biomass used to produce the biofuel. The note composes the factor for the issuance of Decarbonization Credits (CBIOS), which can be negotiated later by the biofuel producer.

ANP publishes Resolution dealing with the framing of marginal fields and accumulations

Resolution No. 877/2022 was published on 05/17/2022, which provides for the classification of fields and accumulations of oil and natural gas that are economically or marginally productive. According to the Agency, the new regulation will contribute to advancing the discussion of other topics, present in the regulatory agenda for the 2022-2023 biennium, such as incentives for production in these kind of fields.
