Brazil Resumes Technology Transfer Agenda in Healthcare with New Public Call for PDPs – Pembrolizumab and herpes zoster vaccine

The Ministry of Health, through the Oswaldo Cruz Foundation (Fiocruz), has published Public Call Notice No. 2/2026 on October 15, 2026, for the selection of private entity partners in Productive Development Partnership (PDP) projects.

The publication takes place in the context of resumption of the PDP policy. Reinforcing the use of these partnerships as a mechanism for strengthening national productive capacity, technological development and expanding the population’s access to priority healthcare technologies.

Historically, the level of prioritization given to PDPs has varied across different government cycles. However, the consolidation of the legal and regulatory framework in recent years emerges as an important factor contributing to the stability of the policy.

The technologies eligible for the public call are listed in Annex I of the Public Call Notice, those being the biopharmaceutical Pembrolizumab and the Herpes Zoster vaccine.

Proposals must comply with the requirements and conditions set forth in the Public Call Notice and its annexes and must be submitted by November 4, 2026 (15 days from the date of publication).

Souto Correa’s Life Sciences & Healthcare team continues to monitor developments related to the public call and remains available to provide further information.
