Regulates the monitoring and supervision of fixed-odds betting lottery activities and betting operators.

Ordinance SPA/MF No. 1,225, dated July 31, 2024, aims to regulate the monitoring and supervision of fixed-odds betting lottery activities and Betting Operators. The main provisions, applicable from January 1, 2025, include:

  • Nationwide monitoring and supervision of fixed-odds betting lottery activities and Betting Operators.
  • Continuous and systematic monitoring, analyzing (i) Compliance with legal and regulatory standards; and (ii) Effectiveness in mitigating threats.
  • Supervision conducted in a programmed manner, ex officio, or by court order.
  • Inspection of fixed odds betting activities and Betting Operators, detecting failures and ensuring compliance with legal and regulatory standards.
  • Mandatory identification of the supervisory team members to the Betting Operator.
  • Request for information at any time during monitoring and supervision.
  • Supervision concluded with its respective report, which may result in a proposal, isolated or joint, of: (i) Filing; (ii) Imposition of preventive or precautionary measures; (iii) Imposition of corrective measures; and (iv) Initiation of an administrative sanctioning process.
  • Imposition by the Secretary of Prizes and Bets of the Ministry of Finance of precautionary measures to prevent or mitigate the consequences of practices violating sports integrity, in case of suspected match-fixing or fraud.
